400 judicial officers, advocates flunk test for district judges' posts

CUTTACK: The Orissa high court is in a quandary over filling up of vacancies in district judge cadre, with not a single candidate qualifying in the written examination conducted for it.
The process to fill up 18 posts of district judge was initiated four months ago. Over 400 candidates had taken the written examination in December last year but none of them qualified, according to notices issued by the registrar (administration) on Thursday.
Official records show the high court had, through an advertisement, invited applications to fill up 12 posts through a limited competitive examination for the year 2018 for judicial officers who had completed five years of service.

In a separate advertisement, it invited applications to fill up six posts by way of direct recruitment from the Bar for the year 2018 for law graduates with minimum seven years of experience and aged between 35 and 45.
After scrutiny of applications, 396 candidates were found eligible for the written examination for direct recruitment from the Bar, while 33 were eligible for the limited competitive examination for judicial officers.
Among the judicial officers who took the written examination for the post of district judge were candidates in the rank of chief judicial magistrate and additional judicial magistrate.
Eligible candidates in both categories appeared for the test on December 16, 2018. For direct recruitment from the Bar, candidates were asked to appear for two papers of 100 marks each. In the judicial officers' category, candidates were asked to appear for two papers of 75 marks each. Each paper was of two hours' duration.
